CBSA issues preliminary dumping and subsidizing determinations on certain plywood from China

The Canada Border Services Agency (CBSA) made preliminary determinations of dumping and subsidizing respecting decorative and other non-structural plywood originating in or exported from the People's Republic of China.

Provisional duties at rates ranging from 6.1% to 227.5% will now be payable on the subject goods that are released from customs on or after August 24, 2026. The margins of subsidizing and/or dumping estimated for certain exporters was determined to be insignificant. As a result, the investigation will continue in respect of these goods but provisional duty will not be imposed on subject goods imported into Canada from these exporter during the provisional period. The Canadian International Trade Tribunal (CITT) will now formally determine if the dumping and subsidizing are causing prejudice to Canadian industry.
