CBSA finds dumping would resume if duties expired on certain oil country tubular goods from China

In October 2025 the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding made in December 2020 concerning the dumping and subsidizing of certain oil country tubular goods from China.

Following the Tribunals initiation, the Canada Border Services Agency (CBSA) started it's expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the order is likely to result in the continuation or resumption of dumping and of subsidizing of such goods originating in or exported from China.

The CITT will now conduct an inquiry to determine whether the expiry of its order is likely to result in injury to the Canadian industry and will issue its decision by August 14, 2026.
