Pipe fittings from the U.S., South Korea and China assigned new values

The Canada Border Services Agency (CBSA) concluded, on June 28, 2019, a normal value review to update the normal values and export prices applicable to certain copper pipe fittings from the United States, South Korea and China and the amounts of subsidy of certain copper pipe fittings from China

The normal value review is part of the CBSA's enforcement of the Canadian International Trade Tribunal's finding of a threat of injury issued on November 28, 2016, respecting the dumping and/or subsidizing of copper pipe fittings from the three countries.

Specific normal values for future shipments of designated copper pipe fittings have been determined for the participating exporters. For all other exporters of subject goods from the United States, South Korea and China, normal values will be determined by ministerial specification.

In its Notice the CBSA reminds importers that it is their responsibility to calculate and declare their anti-dumping and/or countervailing duty liability. When importers are using the services of a customs broker to clear importations, the brokerage firm should be advised that the goods are subject to anti-dumping and/or countervailing measures and be provided with sufficient information necessary to clear the shipments.
