U.S. sets final punitive duty on large welded pipe from Canada and three other countries

The United States' Department of Commerce announced on February 21 its affirmative final determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations of imports of certain large diameter welded pipe from Canada (AD only), Greece (AD only), Korea, and Turkey.

Based on complaints from several American manufacturers the Department calculated final dumping margins and a final subsidy rates on goods from the four countries.

The Department will instruct U.S. Customs and Border Protection to collect cash deposits equal to the dumping margin and the final subsidy rate upon import into the United States of pipe from the four countries.

The U.S. International Trade Commission will now determine if American industry is "injured" by imports of the "dumped" and "subsidized" pipe and is scheduled to make its final determinations on or about April 5, 2019.

If the Commission makes affirmative final determinations that imports of large welded pipe from Canada, Greece, Korea, and Turkey materially injure or threaten material injury to the domestic industry, the Department will issue AD and CVD orders. If the Commission makes negative determinations of injury, the investigations will be terminated.
